Foster Care

The Lee and Beulah Moor Children’s Home offers individualized care for infants, toddlers and children through age twelve in thirteen licensed foster homes within the El Paso area. Foster care is provided in the home of a couple or an individual who is licensed and supervised by the Lee and Beulah Moor Children’s Home. The Goal of foster care is to provide a safe, nurturing and family oriented environment for all children in care. The length of stay varies depending on the service plan. In cases where adoption or family reunification is planned, counseling services are provided. Successful family reunification is our goal in as many cases as possible.

Residential Care

All Children and Youth who come to live at Lee and Beulah Moor Children's Home do so voluntarily. The parents and or conservators remain legally responsible for their children and visit with them both during home visits and on campus while they are in care. Social workers and counselors work with the families of children to prepare for their eventual re-entry into the home setting. Parents are expected to actively participate in all plans for their children. The average length of care is approximately 15 months, although some children remain in care for about a year. Depending upon circumstances, some children remain in care for many years, graduating from high school while in care.

Adoption Services 
Since the agency’s first adoption in 1961. Lee and Beulah Moor Children’s Home has worked to bring new families together through the adoptive process. The Home is licensed and monitored by The Texas Department of Family and Protective Services as a 501c3 non-profit Child Placing Agency.
